In 2003, a team of researchers led by Philip Seymour compared how fast children in fourteen European countries learn to read. The result was unambiguous. Children learning to read in Finnish, Italian, or Spanish reached near-ceiling accuracy by the end of first grade. English-speaking children, by the end of that same year, had an accuracy rate of 34 percent.
They were not slower learners. They were not taught poorly. They were reading in English—the most orthographically irregular language in the alphabet-using world.
Two Extra Years to Read the Same Page
Italian has 25 speech sounds and roughly 25 ways to spell them. The mapping is almost one-to-one. Learn the alphabet, learn the sounds, and you can read any Italian word aloud—even if you have never seen it before.
English has roughly 40 sounds and well over 1,000 ways to spell them. The sound /iː/ can be spelled ee (tree), ea (leaf), ie (field), e_e (scene), e (me), ei (seize), i (ski), or ey (key). A child encountering seize for the first time has no reliable rule to reach the correct pronunciation. They either know the word or they guess.
The Seymour study found that English-speaking children take roughly two and a half times longer to achieve the same reading fluency as children in orthographically regular languages. Measured in years: Finnish children finish the job by age seven. English children arrive at the same destination around age ten.
That is two to three extra years spent on the most basic literacy task in existence—decoding the words on the page in front of you.
What Those Years Actually Cost
A primary-school student in the United Kingdom spends roughly 900 instructional hours per year. Not all of that is literacy instruction, but literacy is the spine of the early curriculum. In the early grades, reading takes up the largest single block of time—typically 6 to 8 hours per week, or roughly 250 hours per year.
If irregular spelling adds two years to the learning curve, a back-of-the-envelope estimate puts the cost at roughly 400 to 500 hours of additional classroom time. That is a conservative figure. Some researchers, including the literacy researcher Masha Bell, have argued that English spelling irregularities consume more than a year of additional teaching time over a child’s school career.
Four hundred hours. That is ten working weeks. A full academic term. Time a Finnish child spent learning something else.
It Is Not Just Reading—It Is Every Subject That Touches Language
The cost compounds. A child who is still decoding individual words at age nine is not free to focus on what those words mean. Their comprehension lags. Their vocabulary growth slows. They encounter fewer words per day, which in turn limits their exposure to new vocabulary. This is the Matthew Effect in reading—the rich get richer, and the struggling reader falls further behind.
In a regular orthography, decoding becomes automatic by the middle of first grade, and from that point forward the child reads to learn. In English, decoding remains a conscious effort for years. Every subject—science, history, even math word problems—is bottlenecked by how fast the child can read the sentence.
The Dyslexia Premium
English-speaking countries report significantly higher rates of dyslexia than countries with regular orthographies. The reported rate in the UK and US is 5 to 10 percent. In Italy, the rate is roughly half that—and the condition, when diagnosed, tends to be less severe.
This is not because Italian children have different brains. It is because the English writing system turns a universal neurological variation into a diagnosed disability. A child whose phonological processing is fractionally weaker than average will struggle in any writing system—but in Italian, the struggle is mild and often resolves with minimal intervention. In English, the same child is handed a code with a thousand exceptions and told to figure it out. Many do not.
The clinical literature calls this the orthographic depth hypothesis: deeper, more irregular writing systems amplify the symptoms of dyslexia. English, with its uniquely deep orthography, is the loudest amplifier in the world.
So What Would Regularization Save?
Here is the arithmetic, stripped of emotion:
- Roughly 2 to 3 years of reading acquisition, compressed to 1
- 400 to 500 hours of classroom time recovered per child
- A narrowed gap between the strongest and weakest readers
- Fewer children labeled dyslexic—not because they are cured, but because the system is no longer broken
- A literacy curriculum that finishes in first grade instead of third, freeing the remaining years for knowledge, not decoding
None of this requires better teachers, more funding, or a cultural revolution. It requires only a language that plays fair.
The Objection and the Answer
The objection is predictable: you cannot redesign a language by decree.
True. But you can stop pretending the cost is not real. Every time an English-speaking first-grader bursts into tears because through and though and tough and thought all have the same letters in a different relationship to sound—the language is taking a payment from a child who did not agree to the terms.
Reform does not have to happen overnight. A small set of high-frequency regularization targets—starting with the number words, the most common irregular verbs, and a handful of spelling patterns—would immediately reduce the cognitive load on the youngest learners. The literacy researcher John Wells proposed a modest set of thirty spelling reforms that would eliminate thousands of individual exceptions from the language. He was not taken seriously. Maybe it is time to change that.
If a bridge takes twice as long to cross as every other bridge on the same road, you do not blame the pedestrians. You fix the bridge.
English is the bridge. The children are just trying to cross.
